Expert Bio

Peter Winter is a Program Manager at In-Q-Tel, Inc. (IQT), the independent, not-for-profit strategic investor that delivers cutting-edge technology capabilities that contribute to the national security of the United States and its allies.  Before joining lQT, Winter was a Senior Technology and Policy Advisor to the U.S. Department of Energy Advanced Manufacturing Office, where he supported the development of a variety of advanced materials, energy, and manufacturing technologies. Prior to this, Winter served as a Congressional Science and Engineering Fellow in the Office of U.S. Senator Chris Coons, where he advanced legislation on issues related to innovation, entrepreneurship, and emerging technologies.

Winter has a Ph.D. in Cell & Molecular Biology from Colorado State University and a B.A. in Chemistry from Colorado College. Winter completed his postdoctoral studies in the Section on High Resolution Optical Imaging at the National Institute of Biomedical Imaging and Bioengineering, where he developed novel imaging technology solutions for application in biomedical research. Winter’s research has led to publications in numerous leading, peer-reviewed scientific journals including Nature Biotechnology, Nature Methods, and the Proceedings of the National Academy of Sciences.
